LGBT Ireland unequivocally condemns the enactment by the Hungarian government on 18th March of legislation that bans Pride events and authorises the use of facial recognition technology to identify and penalise attendees. This draconian law represents a blatant violation of the fundamental human rights to freedom of expression, freedom of assembly, and to be free from discrimination, and stands in stark opposition to the core values of human dignity, freedom, democracy, and equality that underpin the European Union.

This oppressive law amends Hungary’s law on assembly to make it an offence to organise or attend events that purportedly violate the country’s “Propaganda Law”, which effectively bans the so-called “depiction or promotion” of LGBTQI+ identities to minors. The legislation further empowers authorities to deploy facial recognition software to identify individuals participating in such events, imposing fines on attendees.

This measure is part of a broader, alarming trend of anti-LGBTQI+ actions by Prime Minister Viktor Orbán’s government, which has systematically targeted the LGBTQI+ community under the guise of “protecting” children. Such actions not only stigmatise and marginalise LGBTQI+ individuals but also erode the fundamental principles of democracy and human rights.

The international community has responded with widespread condemnation. Amnesty International has denounced the law as a significant attack on LGBTQI+ rights, and EU officials have criticised it for violating EU values.

In light of these developments, LGBT Ireland calls upon the Irish government and the European Union to take decisive action against Hungary’s escalating anti-LGBTQI+ measures. We urge the following actions:

  1. Initiate Infringement Proceedings: The European Commission should promptly initiate further infringement proceedings against Hungary for violating EU treaties and the Charter of Fundamental Rights, as was done in response to Hungary’s 2021 anti-LGBTQI+ law.
  2. Suspend EU Funding: The EU should consider suspending funding allocated to Hungary, particularly in areas related to justice and home affairs, until the Hungarian government complies with EU laws and respects the rights of LGBTQI+ individuals.
  3. Support Civil Society Organisations: Increase financial and political support for Hungarian civil society organisations advocating for LGBTQI+ rights and democracy, ensuring they have the resources necessary to continue their vital work.
  4. Diplomatic Measures: The Irish government, in coordination with other EU member states, should engage in all available diplomatic efforts to pressure Hungary to repeal this discriminatory law and uphold the fundamental rights of all its citizens.

LGBT Ireland stands in solidarity with the LGBTQI+ community in Hungary and reaffirms our commitment to promoting and protecting the rights and dignity of all individuals, regardless of their sexual orientation or gender identity.
